The American Council of Engineering Companies of Pennsylvania has named Urban’s Leo Leonetti, PE to the position of chairperson of its Construction Services Committee. The committee, which consists of approximately 35 active consulting engineering firms offering construction services in Pennsylvania, meets internally and with PennDOT to discuss issues critical to the member firms and the Pennsylvania Department of Transportation.
Leonetti will also lead a smaller group to refine PennDOT policies with the Bureau of Construction Materials and the ACEC/PA staff.
As part of his responsibilities, Leonetti will attend board of directors’ meetings and present the work of the committee to the overall ACEC/PA membership at the organization’s fall conference.
The committee’s main focus is construction inspection and a prime goal for this year is rewriting the standard PennDOT scope of work for construction inspection projects. Additional issues include PennDOT process control for resumes, wage rates,
approvals, sanctions, and certifications. The committee will also seek to further refine PennDOT’s conflict matrix for design and construction services.
The committee would also like to further the goal of having construction inspection regarded as a profession rather than as a commodity.
